Effects of a poor paint job?

The apt. I am renting has been repainted several times (each time someone moves out, whether it's been 1 year or 1 week). It appears the complex never properly preps before hand. There are paint spots everywhere: carpet, outlets, counters, etc. Serious bumps (not bubbles, but debris) under the paint and I was told they don't clean the walls before painting. Will all of this cause the apt. to need repainting more often? Will it cause chips in the paint from excessive build-up?Effects of a poor paint job?
It is unfortunately the norm in a lot of places. They do not strain old paint they paint over stuff they don't use drops scrape walls 1st and they want it fast and cheap.

They also must repaint upon move out, usu. State regulation.

It does not really hurt but it is unsightly.

And yes the walls do seem to get thicker as time goes on.

Consider it a noise barrier and character.

It is a law to paint any living space before a new occupant takes over.

It sux, but if you think about it a paint job and cleaning lady along with basic repairs is the minimum of what will happen to an apt. before move in...and that costs about a month of rent. Now add yearly taxes and bug spray and landscape and maintenence and all other employees and services... all of a sudden the profits just shrunk significantly. So it is not in their best interest to do a great top dollar paint job to a 6month or 1year lease that will often require major repairs. They only see about a half of your rent money in the end then they pay property taxes.

In conclusion... rarely will you see nice walls and ceilings in an apt unless it is very upscale. Start looking closely at every place you go and you will notice flaws. Its just that apt.'s have more blemish due to dozens of legaly required paint jobs and short term folks that are disrespectful to what they dont own themselves, and it ruins things for the rest of us. So in effect, we are paying extra because of bad people making it so there will never be a budget for nice lightly painted walls.

They will be painted the same amount of times nomatter what condition they are in.
