You can get it anodized, but it is expensive to try and do yourself.
the best thing you can do is get the old paint off by taking it to a sand blaster or the like or by using this stuff you can get at any autostore (autozone, checkers, napa) called airplane paint remover. be careful it is potent stuff.
then using different grits of sandpaper get it to a nice smooth feel, then you can use any type of paint, I like the stuff you get at the same auto store, because its made for stuff like this.
